In the past, soil contamination was often considered to be a major obstacle to redevelopment plans, an obstacle that could only be surmounted with great effort and at a substantial cost. As a result many sites in the Netherlands were left to lie fallow – sometimes right in the middle of a city! In expectation of better times and bigger budgets they formed a constant reminder of past neglect.
In the meantime, new technology has been developed that will enable us to deal with most soil contamination problems in a cost-effective way. Not only that, but Dutch soil policy is now function-oriented. In other words, the required soil quality of a particular site depends on its future use. This creates opportunities for innovative solutions. In short, soil remediation has changed from an obstacle into an opportunity.
